You can build a spline using Sketch or by just placing points, and Rail
Extrude a line segment. Triple the polys. Now you can ripple it in Layout
for an uneven surface. Save Transformed.

You'll want the line segment to be made up of at least 6 points like:

  !
  !

Now you can Stencil the text on in modeler; if you're going to animate
the ripple, there are other problems when displacing Booleaned objects
that I don't feel like getting into, it's only Monday AM. ;)
